Voicemail PIN policy: prevent '0000' as a PIN.

Default PINs (0000, 1234, extension itself) are the first vector for toll fraud. Force a PIN change on first use and block trivial codes.

  2. 2Block trivial PINs (000000, 123456, extension digits).
  3. 3Disable voicemail for extensions unused for X months.
  4. 4External voicemail checking off by default, only on for who needs it.
