Usually the Rooms resource account is in a loop, or the Pro licence is missing. Local meetings keep running.

Try this first

  2. 2Resource account: rule out password policy and MFA
  3. 3Pro licence assigned to the resource account itself
  4. 4Wait after fix for the heartbeat to settle
