Everyone is Owner on the Azure subscription
Azure RBAC works on scope (management group, subscription, resource group, resource). Owner everywhere is too much.
Try this first
- 1Grant Owner only at subscription level to 1 or 2 people
- 2Developers get Contributor on the resource group of their project
- 3Reader for people who only need monitoring
- 4User Access Administrator only to someone who delegates roles
